Earlier this summer TradeWinds published a list of the 100 individuals and/or teams that they find most powerful or influential in shipping. They called it the Power 100.

Shipowners and scions topped the list. Even if TradeWinds ran away from the idea, the Power 100 parallels the Shipping Wealth 100. Wealth may be equivalent to power or influence, as these can be bought, but what's to admire about that?

Some power and influence cannot be bought; it stems from great ideas and the courage to follow them, based on a desire to enrich society - not just oneself. The marine industry is full of people like this, though few will appear on the Power 100.

<strong>So welcome to the Portfire40. </strong>

The Portfire40 is made up of 40 personalities who are having a lasting impact on the industry by the novelty and vigor of their thinking, the strength of their passion for improvement and the impact they have on colleagues and partners.

The US Federal Reserve was at the centre of a dramatic week in the markets last week as it significantly downgraded its outlook for the US economy and thereby heightening fears that the global recovery was losing steam. They maintained their level of quantative easing by re investing some paid-back funds, so effectively keeping the policy from tightening. As a result there was a lot of safe haven buying of Yen and US Dollars. Dollar bonds also did well as the prospect of interest rate hikes are so far away in the US that the small yields on Treasury Bills looks appetising. 

Slowing domestic demand in China also spooked the markets. If they are not buying, and the US consumer isn’t either, then economic growth looks difficult to achieve. Worries about peripheral Eurozone economies also returned : Germany may be growing 2.2%, but Spain, Portugal and Greece all registered near zero or contraction. Fears about the bailing out of allied Irish Bank also spooked the markets – so the euro saw weakness while the US Dollar saw safe haven buying. Holding euros now is not being seen as a smart idea in banking circles.

Sterling’s recent progress against the Dollar was halted when the equity markets reacted to the news about the economy and the prospects going forward. In times of uncertainty it still pays to own Dollars. 

So, where next for Sterling? Most forecasters think weakness is on the cards again when the cuts due in October are announced, that job losses are expected to rise and that growth shows no sign of appearing and that quantative easing may be extended.     As always there are those who think sterling should strengthen against the euro based on the "they are worse than us" argument (which does seem valid) and that sterling will do well against the Dollar once we begin putting up interest rates, but as that seems unlikely until 2011 the uncertainty continues and Sterling adjusts as each new headline grabs hold.

We start our review by looking at the Capesize market and there was a sharp spike in rates this week, largely focussed on West Australia and Brazil. The peak came on Wednesday when the BCI rose over 400 points and the four timecharter average index finally exceeded the panamax average. The demand in the east focussed on early ships with rates climbing over $11 for 20th August loaders, with $11.50 agreed but then failed. Further forward the market was in the $10 range, but this was enough to bring out a few more ships that had been unwilling to fix when rates were under $7. 

The rumour mill was in full swing as the week drew to a close as some talked the market down, but in essence the stronger sentiment was just diluted. There was short period fixing with rates near the mid $30,000 daily range for 4 to 6 months trading. Charterers sourced tonnage from the east for Brazil/East runs with rates in the low to mid $30,000 daily range. Voyage rates hovered around the mid-high $20 range, depending on the load port. However, there was little transatlantic business reported with just a few cargoes covered and rates so far kept under wraps.

Looking at the Panamaxes and short period fixing dominated in the east with paper values rising mid week and this prompted a surge of activity. Rates for 4 to 6 months rose to the mid-high $20,000 daily range with premiums being paid for ships willing to transit the Gulf of Aden. However as the paper corrected towards the end of the week, some business failed. Spot activity was limited: rates have climbed, but they remained significantly under period levels. Round voyages for grain from NoPac approached the low $20,000 daily range with higher numbers agreed for sulphur and petcoke cargoes. The Atlantic market was in a stand-off as the week ended. The talk of firmer rates ahead prompted owners to ask high numbers for longer runs with charterers backing off. The round voyage rate was hovering close to the mid $20,000 daily range and low $30,000 daily for trips to the east. Russian and Ukrainian wheat export bans continue to fuel the hope of increased activity from the US Gulf.

It was a firmer week for the supramaxes in all areas although 'benchmark' fixtures in the North Atlantic were difficult to come by. There was little doubt however that sentiment was better, with a modern 56,000 deadweight unit ready in the US Gulf end August saying that she was seeing rates in the 'low $30,000's' for trips back to the UK Cont-Med. It was a similar picture for the handys with stronger levels in the offing, including from South America where quality handys secured around $23,000 a day for trips from the Plate to Cont/Med.

We seem to be reading plenty of contradictory headlines this week which is a symptom of the state of the market. Last week a headline read: "Record number of VLCC's arriving in Arabian Gulf over next 30 days", this week we read: "Middle East Tanker Rents Jump Most in 10 Months as Demand Gains".... As Elvis Costello said, "Yesterdays news is today's fish n' chip paper" and rightly so. The reason for these conflicting headlines is that the VLCC market became so depressed Owners were willing to fix below operating costs to secure employment. Obviously, this can only happen for a short period and is totally unsustainable, hence rates have recovered to the minimum acceptable levels. Another headline read, "Returns from very large crude carriers, or VLCCs, on the Saudi Arabia-to-Japan route climbed 114 percent", again this statement is true, but put into context that operating costs for a new VLCC are about $10,000 a day, these levels provide minimal return on the $100 million investment in the vessel. It is purely Owners refusal to continue to fix below 265 at 52.5 for the East and 280 at 40 to the West which has moved the market up above these levels to 55 East and remaining at 40 West.  However, looming ominously for Owners is the prospect of more VLCCs completing storage duties and a VL order book to frighten even the most bullish. We fear that freight will remain at these earning levels for some time.

The West Africa market started the week with a fixture being reported 260 at 55 for West Africa US Gulf and since then we have seen 5 or 6 VLCC’s fixed by India-based Charterers and a couple to the East, which has thinned the tonnage list. A VLCC cargo for West Africa to Kochin  is expected to be covered at $3 million for West coast India, meaning that East coast India should be worth in the region of $3.3 million. The arbitrage fuel oil movements from the European Continent to Singapore are being rated by most traders below 2.5 million, which Owners cannot justify at the moment.

The 30-day availability index shows a total of 65 VLCC’s arriving at Fujairah, which breaks down to 50 double hulls and 15 single hulls, compared to last weeks year high of 83, 70 doubles and 13 singles.

As you can see from the figures the tonnage outlook improved from last week, though 94 cargoes have been covered for August leaving only approximately 15 to be fixed, hence Charterers can still afford to be relaxed and keep rates low.

As mentioned, the freight rate for AG to Rotterdam is 280 at 40, up a point from last week and with bunkers at $468 a tonne (down a dollar from last week) owners earnings are up to $8,000 per day... This compares with AG to South Korea, 270 at 55 returning owners earnings $16,750 a day, up from $7,900 last week.

Looking at the Suezmaxes and there was a pleasingly strong end to the week last week for the West African market as 7 cargoes were quoted very close together and all for the last decade of August. The increase in activity led to a substantial increase in rates which carried over into the early part of this week. The first batch of the cargoes fixed i</itunes:summary>
